Every parcel is charged one assessment for land. Each dwelling, as defined by Covenant 3.12, is also charged an equal assessment. A parcel with one dwelling garners two assessments.
In 2026, a single annual assessment costs $247.20 or about 68 cents a day. A parcel with a dwelling has two assessments and costs 2 * 247.20 = $494.40. Assessments are usually paid in full in late January. You may also pay in quarterly installments for an extra fee, due in January, April, July, and October. To avoid penalties and interest caused by slow US Postal delivery, we recommend paying via credit card, debit card or e-check at the GLA Online Payment Portal .
The covenants require that a majority of your money be spent on road maintenance, which includes plowing. The balance is used for GLA administrative, legal, and annual election costs. Download annual budgets and financial reports for specific details.
Annual assessments since 1997 have barely kept up with inflation. Glastonbury was a low-income and elderly community until Covid hit in 2020. In 2025, it costs almost one million dollars to build a 2,000 square foot home in Glastonbury. The GLA can only raise assessments by a maximum of 10% per year. For almost 30 years, they chose to keep assessments low and minimize road and board services.

The Glastonbury Landowner's Association (GLA) is responsible for plowing and sanding almost 19 miles of platted roads under its jurisdiction. Your driving safety is our primary concern. The GLA does NOT plow or maintain private roads unless, like the paved section of Sirius Drive, they belong to Church Universal and Triumphant and are used by landowners for access to GLA-platted roads.
When Glastonbury was designed in 1982, all parcels were 20 acres or larger. They were connected by a dirt and gravel, rudimentary road network that was outlined on plat maps. Thus, the original roads were designated as platted roads.
As Glastonbury grew, original parcels were subdivided. New roads were required to access smaller parcels. The GLA had the power to require that new roads be built to Park County standards and become part of the platted road network. Instead the GLA chose not to accept responsibility for the new roads. Developers often graded a dirt path and left the plowing and maintenance up to the new property owners. These are known as private roads, and the GLA is not legally responsible for plowing or maintenance. Yet the landowners must pay the same assessment amount as people who live on platted roads.

Plowing and Maintaining Driveways and Private Roads
Every year, different operators enter or leave the difficult and unpredictable private driveway plowing business. Operators often post their business cards on bulletin boards at the Emigrant Post Office and Town and Country Foods in Livingston. Asking a neighbor is always a good idea. Many landowners purchase a 4x4 and a plow to clear their driveway. Several local firms have the equipment to grade and maintain your private road and/or driveway. You may also order and have gravel and road mix delivered from many local quarries. The roster always changes, and prices can vary substantially. It is best to ask neighbors and check bulletin boards. Rental, Manufactured, Tiny and Mobile Homes in Glastonbury
Yes. You may rent an existing home or build one specifically for vacation rental. About 40 to 50% of the homes in Glastonbury are vacation rentals.
You may live in an RV for up to 18 months while you are building a permanent home on the same parcel. Otherwise, RVs, mobile homes, and single-wide manufactured homes are prohibited except in the North Glastonbury Golden Age Village mobile home park.
Yes, but if they come in on wheels, they must meet the Manufactured/Mobile Home Standards per overall width and HUD certification.
Property Improvement Projects
The property belongs to you, but many improvements must follow community-approved rules outlined in the Covenants and Master Plan. Covenants 6.01 requires landowners to submit site and building plans for formal review and approval by the GLA board. The Master Plan sets standards for improvements, provides precise definitions, and is an indispensable source of information.
The Master Plan states, "A guest house is a separate structure owned by the Landowner intended for occasional guest use and not as a permanent residence, not to exceed 1,200 square feet." Additionally, the Master Plan requires extra acreage for a guest house. Smaller parcels may not qualify.
The GLA Board is an all-volunteer organization, and positions/directors rotate every year. We will do our best to answer your questions but we may not have the time or experience to address them adequately.
